Professional Qualifications on the Horizon for Managing Agents

 

At The Block Coach we've been reflecting on the consultation from government to regulate the sector, including to introduce mandatory professional qualifications for Managing Agents.  

What's This About?

The Government’s latest consultation on strengthening leaseholder protections includes a headline proposal that could transform our sector: mandatory professional qualifications for managing agents.

Under the plans:

  • Level 4 qualification (equivalent to a first-year degree) would be required for property managers handling complex estates.

  • Level 3 qualification may apply for those in simpler roles or support positions.

  • A transition period is expected, with options for “grandparenting” existing professionals who can demonstrate experience or prior learning.

  • Oversight could come through professional bodies, redress schemes, or local authority enforcement.

Why it matters:

This move would bring leasehold block management in line with other regulated professions, raising the bar on knowledge, professionalism, and trust. For employers, it means future recruitment and training will need to be planned with qualifications in mind. For individuals, it creates a clear career pathway with formal recognition of expertise.

Our view at The Block Coach:

We’ve long supported the case for stronger regulation in block management. It’s the only way to rule out the cowboys and create a level playing field for the many great professionals already in our sector. In fact, that’s one of the reasons we launched The Block Coach: to give new and existing managers the structured, professional learning they deserve. We believe in making good people even better — and in driving the professionalisation our sector urgently needs.

The consultation runs until 26 September 2025, giving the sector a chance to shape how these standards are implemented.
